Minimum Wages in Odisha 2026: Latest Rates and Wage Details

As per Notification No. 5308 dated 18.07.2024 issued by the Labour & ESI Department, Government of Odisha, the minimum wages were revised for unskilled, semiskilled, skilled and highly skilled workers in the State.

      • Highly Skilled: Workers who have specialised training, good experience and a high level of knowledge to perform their work.
      • Skilled: Workers who have the required training and experience to perform their duties properly.
      • Semi-skilled: Workers who gain their skills mainly through work experience and usually work under the guidance of skilled workers.
      • Unskilled: Workers who do not need any special training or skills but should have basic knowledge of the work they are required to do.

The revised rates were published in the Odisha Gazette through Notification No. 1367 dated 18.07.2024.

The notification also provides for a special Variable Dearness Allowance (VDA), which is revised twice a year, on 1st April and 1st October. The VDA is calculated at Rs. 2.60 for every point increase in the Consumer Price Index for Industrial Workers, based on 2016=100.

For the half-year starting from 1st April 2026, the average Consumer Price Index increased from 143.58 to 147.50, showing an increase of 3.92 points. Based on this increase, the VDA has been revised.

Accordingly, Shri Indramani Tripathy, IAS, Labour Commissioner, Odisha, has notified an increase of Rs. 10 per day in the VDA for unskilled, semiskilled, skilled and highly skilled workers across all 91 scheduled employments. 

The revised VDA is effective from 1st April 2026, in addition to the VDA already declared. The revised minimum wages, including VDA, from 1st April 2026 are as follows:
