THE KARNATAKA LABOUR WELFARE FUND (AMENDMENT) ACT, 2024

The Karnataka Government has brought changes to the Labour Welfare Fund rules through the Karnataka Labour Welfare Fund (Amendment) Act, 2024. These changes came into effect from 10th January 2025.

As per the new update in Section 7A(2) of the original 1965 Act:

  • The employee’s contribution is now ₹50 instead of ₹20
  • The employer has to pay ₹100 instead of ₹40
  • The government’s share is also increased to ₹50 from ₹20

This revision has been made to provide better welfare benefits to workers across Karnataka.<

Let’s take a closer look at the different schemes available under the Karnataka Labour Welfare Fund.

Karnataka Labour Welfare Fund - Important Details

  1. Every year, between 1st Jan to 15th Jan, each employee has to contribute Rs. 50, and the employer should contribute Rs. 100 for every employee. So, a total of Rs. 150 per employee should be paid to the Welfare Fund by the employer.
  2. To make this payment, factories and establishments need to register on the official website: https://klwbapps.karnataka.gov.in and pay online.
  3. To provide or apply for scholarships, for children of labourers; students, schools, and companies should register on the same website and apply online.

Benefits for Workers Earning Rs. 35,000 or Less (Monthly)

  1. Educational Help for Workers’ Children
    • High School (8th to 10th): Rs. 6,000
    • PUC / ITI / Diploma / TCH: Rs. 8,000
    • Degree: Rs. 10,000
    • Post Graduation: Rs. 12,000
    • Engineering / Medical: Rs. 20,000

Eligibility: Minimum 50% marks for the General category and 45% for SC/ST students. Only two children per family can apply.

Benefits for All Workers (No Salary Limit, Age: 18 to 60 Years)

  1. Funeral Expenses
    • Rs. 20,000 will be given to the family of the deceased worker.
    • Application to be submitted within 6 months of death through the company.
  2. Maternity Benefit
    • Rs. 10,000 for working women (first 2 children only).<
    • Submit the application with original documents within 6 months of delivery.
  3. Medical Assistance
    • Help from Rs. 1,000 to Rs. 25,000 for major treatments like heart, kidney, cancer, liver, uterus, gall bladder, hernia, brain haemorrhage etc.
    • For normal check-up, Rs. 500 to Rs. 1,000 is given.
    • Application with original medical reports must be submitted within 6 months of treatment.
  4. Accident Benefit
    • Rs. 1,000 to Rs. 10,000 for work-related injuries.
    • Apply within 3 months with medical records through the employer.
  5. Medical Camps by Trade Unions
    • Rs. 1,00,000 help is given for annual health check-up camps organised by registered trade unions for organised sector workers.
    • Prior approval from the Welfare Commissioner is needed.
  6. Annual Sports Events by Trade Unions
    • 1,00,000 will be given for organising sports activities for organised sector workers by registered trade unions.
    • Prior approval from the Welfare Commissioner is required.
